By default no, Rainmeter does not provide such capabilities, even though specific application of these might be doable via FolderInfo, FileView, Registry measures and scripts to alter the registry. I wouldn't recommend that though, it would take some effort and be incomplete anyway. That being said, some security suites and firewalls do monitor and manage certain parts of these things (bar the folder and file part), but obviously that's tailored with security in mind and not necessarily on a custom basis, e.g.:
