That quote is referring to displaying percentages in String measures, where you can use the said option to display, say, "20" (percents) if the measure you linked the meter with has a value of 1 out of a MaxValue of 5 (just an example), and not to other types of meters which are using the percentual value of the linked measure to display something else (e.g. a histogram, graph, roundline and so on). The details are important in the phrasing:Ok, thanks that seems to work perfectly.
The documentation states, which is why I went down the route of setting the complete range, in the expectation that I needed to percentify it in the meter generating the histogram, rather than in the measure itself. K.I.S.S
